Description

Bannau Brycheiniog National Park Authority is seeking suitably experienced suppliers to design, supply, install, configure and commission an innovative pilot network of interactive digital storyboards at the National Park Visitor Centre. The project will provide two commercial-grade interactive touchscreen displays, operating as a centrally managed network, to improve the way visitors access information and engage with the National Park, its landscapes, wildlife, conservation work and opportunities for responsible recreation. The screens will provide an accessible and engaging digital gateway to a broad range of bilingual Welsh and English visitor information. Each screen will have a primary function appropriate to its location while providing access to a common content structure across the network. The intended content includes: current visitor information, weather, route and safety information; wildfire prevention and risk messaging; responsible access and countryside behaviour; litter, fly-tipping and responsible waste messaging; events, facilities, routes and places to explore; nature recovery and conservation projects; local landscape, heritage and visitor information; live, delayed or recorded wildlife camera feeds; wildlife sightings and seasonal wildlife information; and opportunities for visitors to participate in wildlife recording and citizen-science activity. The project is intended to create more than a conventional digital noticeboard. The Authority wants the screens to provide an intuitive and engaging visitor experience, allowing visitors to see important headline information immediately before choosing to explore further through a clearly structured touchscreen interface. This reflects the original project vision of helping visitors understand the National Park, explore it more safely, behave responsibly, connect with wildlife and landscape, participate in conservation and appreciate the work undertaken by the Authority, volunteers and partners. A significant element of the project will be the development of a Wildlife Watch and citizen-science function. The solution should be capable of displaying live or recorded wildlife content and supporting controlled visitor recording of wildlife sightings. Appropriate safeguards will be required around moderation, privacy and sensitive species information. The tender specification specifically requires moderated wildlife-recording functionality, privacy controls and protection against displaying precise locations of sensitive species. The successful supplier will be expected to provide an appropriate central content-management system (CMS) enabling authorised Authority staff to manage and publish content to individual screens or across the network. The system will need to support bilingual operation and a range of content including images, video, maps, QR codes and live or recorded streams. It will also need arrangements for offline or cached content and suitable fallback content where live feeds or connectivity are temporarily unavailable. The requirement includes the supply of suitable commercial-grade touchscreen hardware and secure mounting arrangements, together with installation, configuration, testing, commissioning, staff training and supporting documentation. The supplier will also be expected to provide appropriate warranty and technical support arrangements and clearly identify ongoing licences, subscriptions and renewal costs. Accessibility and bilingual provision are fundamental requirements of the project. The proposed solution should provide an inclusive visitor experience and give appropriate and equal consideration to Welsh and English language content. The project represents an initial two-screen pilot, with the intention of establishing a flexible, manageable and engaging approach to digital visitor interpretation that brings together practical visitor information, environmental education, responsible behaviour messaging, wildlife engagement and citizen science within a single platform. The original approved project brief identifies an indicative capital budget of up to £17,000 NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=172339. Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems. Bannau Brycheiniog National Park Authority is seeking a supplier to provide a complete two-screen interactive digital storyboard pilot at the National Park Visitor Centre. The requirement comprises: 2 commercial-grade interactive touchscreen displays, including suitable secure mounting or stand arrangements. Supply, delivery, installation, configuration, testing and commissioning of both units. A central content management system (CMS) enabling authorised staff to manage individual screens and publish content across the network. A fully bilingual Welsh and English user interface and content structure. Configuration of reusable digital content templates for visitor information, safety messaging, responsible access, conservation, events and other National Park content. Capability to display text, images, video, maps, QR codes and live, delayed or recorded wildlife camera feeds. Appropriate offline/cached content and fallback arrangements where connectivity or live feeds are unavailable. A controlled wildlife-recording and citizen-science function, including moderation and privacy safeguards. Accessible touchscreen navigation suitable for a public visitor environment. Appropriate system security, administrator access and software-update arrangements. Initial configuration and implementation of agreed priority content. Staff training and provision of administrator and technical documentation. Warranty and technical support arrangements. Clear identification of all ongoing software licences, hosting, subscriptions, support charges and future renewal costs. The two screens will operate as one centrally managed network, but each will have a different primary function according to its location. One screen will principally focus on welcome information, current conditions, safety, events and responsible access, while the second will have a stronger emphasis on wildlife, conservation and citizen-science engagement. Both screens will provide access to the wider content structure. This reflects the approved approach in the Digital Storyboard Project Breif. The procurement is for a complete operational solution rather than the purchase of screens alone, including the necessary hardware, software, installation, configuration, content-management functionality, testing, training, warranty and support. The tender requirements also include transparency over licences, support and future renewal costs. The project has an indicative capital budget of up to £17,000, as identified in the approved project brief. Tenderers must be able to demonstrate that they have the appropriate technical capability, experience and resources to successfully deliver the contract. Tenderers should: Have demonstrable experience of delivering comparable digital display, interactive touchscreen, digital interpretation or content-management solutions. Be able to supply, install, configure and support commercial-grade touchscreen hardware and associated software. Demonstrate the ability to provide and support a secure content management system, including remote content management and appropriate software/security updates. Be capable of delivering a solution that supports Welsh and English content and provides an accessible and inclusive user experience. Demonstrate appropriate experience or technical capability in integrating multimedia content, including images, video, maps, QR codes and live or recorded streaming content. Be capable of providing appropriate arrangements for data protection, system security and moderation where visitor-generated information or wildlife records are collected. Have sufficient resources and technical capacity to undertake installation, configuration, testing, commissioning, staff training and ongoing support. Provide appropriate warranty and technical support arrangements for the proposed hardware and software. Hold, or undertake to hold prior to contract commencement, appropriate levels of relevant business insurance for the services being provided. Identify any subcontractors or third-party providers that will be materially involved in delivering or supporting the solution. Be able to meet the requirements and timescales set out in the Invitation to Tender and comply with the Authority's applicable contractual requirements. Tenderers will also be required to complete the Compliance Schedule, confirming whether their proposed solution complies, partially complies or does not comply with each of the Authority's stated requirements, together with appropriate supporting evidence. The tender documentation identifies requirements including commercial-grade screens, a central CMS, bilingual operation, live/recorded streams, offline fallback, secure administration, accessibility, wildlife-recording controls, training and transparent renewal pricing. This procurement relates to an initial two-screen pilot project for Bannau Brycheiniog National Park Authority. The solution should therefore be capable of future development or expansion, although no commitment is made to purchase additional screens or services beyond the scope of this contract. Tenderers should note the following: The maximum available project budget is £17,000, subject to the pricing requirements contained within the Invitation to Tender. Tenderers are expected to submit a complete operational solution, including all hardware, software, licences, installation, configuration, testing, commissioning, training and initial support necessary to deliver the project. All ongoing or recurring costs, including software licences, hosting, subscriptions, maintenance and support, must be clearly identified within the tender submission. The Authority places particular importance on bilingual Welsh and English provision, accessibility, ease of administration, system reliability and whole-life value. Wildlife camera functionality must be sufficiently flexible to accommodate live, delayed or recorded content, with suitable fallback arrangements where a feed or network connection is unavailable. Any citizen-science or visitor-submission functionality must incorporate appropriate privacy, moderation and safeguarding controls. Tenderers should clearly identify any reliance on third-party platforms, hosting services, streaming providers, licences or subcontractors. The successful supplier will be required to work with relevant Authority staff during configuration, content development, testing and implementation. Clarification questions and tender submissions should be made through the Sell2Wales procurement process in accordance with the dates and instructions stated in the Contract Notice and Invitation to Tender. The Authority is not obliged to accept the lowest-priced or any tender. Award will be based on the evaluation methodology set out within the tender documentation. The tender documentation already requires suppliers to disclose transparent licence, support and three-year renewal pricing, together with compliance covering matters such as bilingual provision, accessibility, secure administration, offline functionality, wildlife recording, installation and training.
